Before embarking on what might be a lengthy process, you will need to confirm that you are dealing with a project rather than a business as usual ("BAU") activity. Projects have very specific characteristics when compared to BAU activities and to assist you in the determination; consider the following questions:

Does the proposed work have a definite start and a definitite completion?
Will the proposed work require a phased approach including design, planning, build, testing and release?
Will be proposed work deliver a set of clear benefits to the firm or its clients?
Does the proposed work have a sponsor and will completed deliverables have a clear owner?
Would the proposed work be NOT be considered a normal daily activity for the delivery team?
Does the proposed work require a budget which is separate from the normal operational budget?

If the proposed work is a project, you will need to decide whether you have a Simple or Complex project. Simple Projects ,have a short duration are low risk, relatively low cost and are generally focused within a single functional area. All other projects are Complex Projects and should be delivered within a project framework that supports effective delivery, reporting and governance.
